W&A was founded to provide high quality, local expertise at a very cost-effective rate structure. We have been extremely successful in this approach with numerous cities and water districts in southern CA. Because of our low overhead and ability to streamline our operations, we can provide services at a significantly lower multiplier than our competitors. This also allows us to pay our team members higher wages and provide equal or better benefits than our competitors. In this way, we are assured to attract and retain the best team members for your projects.

Local Resources

We are centrally located in Corona for expedient coverage to all our Southern California clients. Our Project Managers, Construction Managers, Engineers and Inspectors can provide a wide array of technical expertise for our clients. Combined with our strong professional relationships with local survey, materials testing and design firms, we provide a full suite of Construction Management services. We currently provide full CM services to over 30 public agencies.

In addition to our full CM portfolio, we are only a phone call away to provide On-Call services to assist in all phases of the project development and implementation. Although we are a relatively small company, we have significant resources available throughout Southern California.

Qualified Staff

W&A maintains a robust commitment to training. We have inspectors certified in a broad range of areas. This list demonstrates that we have a well-qualified group of inspection staff for almost every type of work anticipated by Cities and Water Districts. Our Construction Managers possess Construction Management Certification, Contractors Licenses, and/or Professional Engineering licenses.

Small Footprint, Large Impact

We retain a staff of 35 full time associates and 10 part time associates providing project management, construction management and inspection services to public agencies. Our company size allows us to provide the best of both worlds to our clients: We are large enough to cover all your needs and small enough to make quick decisions and provide flexible solutions. To further enhance our On-Call services, we also have additional staff ready and available to come to work upon 48-hour notice.

Cathy Wallace, SPHR CEO

W&A is led by its CEO, Cathy Wallace, SPHR, who is a recognized leader in the Management, Staffing and Human Resources fields. She holds Bachelors and Masters Degrees in Industrial/Organizational Psychology and has 25 years of business experience managing International and National workforces for Fortune 50 companies.

Cathy brings a proven track record in hiring, training and managing world class teams to achieve their goals and now does the same for W&A clients. She also worked for a Southern California transit agency in the Public Relations Department, so she understands public agency needs as well as those of the private industry. Cathy is 100% owner and manages the company business operations.

Carl Wallace, PE President

Our President, Carl Wallace, PE, is responsible for overseeing our on-site and field staff, as well as all QA/QC activities. Carl is a professional engineer registered in California and holds a Bachelors of Science Degree in Civil Engineering from San Diego State University.

Carl has worked for larger engineering national companies managing projects and business operations in California, Utah, Texas and Nevada. He has performed program management for large transportation programs, and managed construction projects as the on-site representative for major transportation, infrastructure and facility projects. While working for a transit agency, Carl managed capital projects as well as maintenance projects for Light Rail, Freight Rail, Commuter Rail, Maintenance Facility, Bus and Roadway projects. He brings over 29 years of experience in managing major construction programs and projects. He has successfully managed full Construction Management projects as well as On-Call service contracts for over 50 cities and agencies in California and has an excellent track record and reputation.
